Looks mouthwatering alright. Who has commissioned this, and who's carrying it out?

The process started approximately 20 months ago, commissioned by the Department and the Irish Film Board under the Chairmanship of Brendan Tuohy, former Sec. Genl. of the Department of Communications, Marine & Natural Resources. The strategic review group is drawn from the public and private sector. I may be wrong but I believe that the last six months or so have been spent tweaking the final document.

It rests on the previous research which states that there are 6,000 employed in the broad audiovisual sector. It proposes that 4,000 additional jobs can be created by growing the sector between now and 2016.
